Council of Europe workshop on freedom of artistic expression: Free to Create | Create to be Free

From 2 to 4 June 2026, Ljubljana hosted the Council of Europe workshop Free to Create | Create to be Free: Council of Europe Workshop on Freedom of Artistic Expression, with Mateja Lazar, Motovila Director and Head of CED Slovenia, among the participants.

The workshop, organised by the Council of Europe in cooperation with the independent Free to Create expert team and hosted by Kino Šiška, brought together around 20 artists and cultural professionals from different European countries and cultural fields. Participants discussed personal and institutional experiences related to the freedom of artistic creation and the dissemination of artworks, the structural barriers faced by artists and cultural workers in vulnerable situations, and the role of cultural institutions, public policies, media and safeguard mechanisms in protecting artistic freedom.

The participants’ contributions will feed into the forthcoming Council of Europe report on the state of freedom of expression in the arts and culture in Europe and will contribute to the Council of Europe’s further work in protecting and promoting creativity and artistic freedom.
