On the Move, the international network dedicated to artistic and cultural mobility, has published a funding guide for at-risk and displaced artists and culture professionals. It was released as part of the research publication The Situation of At-risk and Displaced Artists and Culture Professionals – Volume 4 New Instruments (On the Move, 2026).
The Mobility Funding Guide: At-risk and Displaced Artists and Culture Professionals grew out of On the Move’s international research-action project, which examined policies and good practices supporting displaced artists in EU Member States, the United Kingdom and the United States. It brings together public and private funding bodies and programmes for at-risk and displaced artists and culture professionals at national, regional and international levels. The guide was edited by Yohann Floch (On the Move), who also contributed to the research alongside Manojna Yeluri.
The first part of the guide covers emergency grants and programmes for individuals and organisations. It groups resources addressing conflicts, artistic freedom and censorship; climate change and natural disasters; livelihood, medical and economic precarity; the urgent needs of indigenous and gender-marginalised people. It also includes country-specific programmes and resources. The second part presents programmes supporting artist relocation, which can provide a safer environment in which to live and continue working. The third part offers further information and resources, including platforms concerned with artistic freedom and artists in exile, as well as general information on cultural mobility.
