European Disability Card: agreement between EP and Council

In September 2023 the European Commission proposed a directive introducing a European disability card and European parking card for persons with disabilities. The proposal aims to remove barriers to mobility, ensuring mutual recognition of disability status through a European disability card and parking card for travels shorter than 3 months.

In February the Council and the European Parliament reached an agreement on the final text.

After publication in the official journal, Member states will have 2.5 years to adapt their national legislation and 3.5 years to apply the directive.

The European Disability Card will serve as recognised proof of disability across the EU, granting equal access to special conditions and preferential treatment in public and private services, including, for instance, transport, cultural events, museums, leisure, sports centres, or amusement parks. It will be issued by the national competent authorities and complement existing national cards or certificates.
